Will USAID consider adopting or incorporating "expanded authorities" ala the Dept. of Health & Human Services grants and cooperative agreements, in order to put aside (when warranted) some of the burdensome "prior approvals" that are required?

Safe Harbors for Recipients?

In regard to assistance awards (grants/coop. agreements), I've heard that USAID will provide some form of "safe harbors" for their managers (Procurement/Contracting officials?) to allow them to the opportunity to take more risks with less established partners overseas.
