In regard to assistance awards (grants/coop. agreements), I've heard that USAID will provide some form of "safe harbors" for their managers (Procurement/Contracting officials?) to allow them to the opportunity to take more risks with less established partners overseas.
Will USAID provide the same opportunity for prime recipients in working with their subrecipients? We currently take on a lot of USAID's risk in working with local partners, with no safe harbors.
